The single residence and work permit
Who needs it
Any citizen of a country outside the EU/EEA who will officially work for a Slovenian company. The single permit (enotno dovoljenje za prebivanje in delo) combines the right to reside and the right to work in one document — without it an employment contract has no legal effect, and the employer faces penalties from the labour inspectorate.
Who applies and where
The employer (or an authorised representative) usually files the application with the local administrative unit (upravna enota) or via the eVEM portal; the employee can also apply directly through a Slovenian consulate abroad. In parallel, approval is required from the Employment Service of Slovenia (ZRSZ).
The labour market test
As a rule, ZRSZ checks whether a suitable EU/EEA candidate is available for the position. Exceptions apply to some situations and professions — we confirm whether they apply to a specific role at a consultation.
The employment contract
A valid employment contract of at least 1 year is required. The permit is issued for up to 1 year and can be renewed as long as the employment continues.

Reviewing the position
We check which route fits and whether a labour market test is required.
Employment contract
We arrange a contract of at least 1 year that meets the single permit requirements.
Filing the application
The employer files with the administrative unit or via eVEM, or the employee applies through a consulate.
ZRSZ approval
The Employment Service reviews the position and, where applicable, runs the labour market test.
Receiving the permit
Once approved, the employee receives the single residence and work permit.
Relocation and family
We support the employee's move and, where needed, family reunification.
An alternative — the EU Blue Card
